Residents of Umborne celebrate opening of new community hall

Residents of the Umborne Valley, near Axminster, will this weekend be gathering to mark the culmination of remarkable community commitment and dedication, as they officially open their new village hall. Mrs Dorothy Blackmore and Mrs Lillian Bird, two long-term residents of the valley will cut the ribbon to open the new hall. Mrs Blackmore has connections to members of the Women’s Institute who originally put the hall here in 1948. A celebratory afternoon starting with cream teas and an official Opening Ceremony, will continue long into the evening with a community ‘Bring and Share’ Supper.

Taking over a decade to reach fruition, the new hall project represents the true force of a community that put its mind to achieving something good for its future. The community may be small in number but the journey to get there has been a tale of big ambition, perseverance and stoic patience.

It began about fifteen years ago, when the then Chairman, Vincent Bowles, suggested the idea of replacing the old hall, a rather damp and unstable Second World War Quonset/Nissen hut, with something a bit more suitable, and versatile, to be at the heart of this geographically spread-out, rural community. Several small grants were secured from the Garfield Weston Foundation, Lloyds TSB Foundation and the Amory Charitable Trust. Money was also raised fastidiously and imaginatively through regular theme nights, harvest suppers, summer BBQs and lots of raffles and donated prizes, to a point where, in September 2009, £41,000 was in the bank.

‘Several significant legacies have been generously gifted over this time, whilst many other people gave their time and money over the years,’ said Rob Summers, Chairman of the Trustees. ‘Whether serving as a Trustee, organising and running events, cooking hundreds of meals, baking thousands of cakes, planning quizzes, running raffles, marshalling at running races or washing and tidying up events; everyone has done their bit for the new hall. It truly has been built on community effort.’

A major boost came in September 2009 when an application to the Community Council of Devon granted the project £27,000, making the prospect of building work suddenly within reach. This success was followed quickly by further funding awards, including over £12,000 from the East Devon AONB Sustainable Development Fund and, more recently, £8,000 from the Awards for All fund.

At the beginning of 2010, the Trustees were tantalisingly close to having enough funds to start the work. However, being a little short, they called upon the community to give one last push. The “Umborne Bond” scheme – repayable loans from the community that will benefit from an annual prize fund – was launched and has raised over £13,000! People again came together and donated what they could, even in this credit-crunched time, and enough was secured to begin the build.

On 26th February 2010 the last event was held in the old hall and days later the diggers moved in.

Through a sentimental attachment to the old hall, as well as recognition of its historical worth, the Trustees were delighted when a team of enthusiasts from South West Airfields Heritage Trust, based in Dunkeswell came forward and offered to dismantle it. It is hoped they will be able to put it back up at the Aerodrome, where it came from in 1948, to serve as a museum for East Devon’s wartime heritage.

Work began clearing the site, with the wonderful donation of a digger and driver from a local businessman. Work soon picked up a pace and parties of local residents were organised to help move blocks, level concrete and provide drinks, cakes and ice creams for the builders from Whimple-based Harris Timber Products. Residents stopped off on the way home from work or for an hour or two at weekends, to paint the hall inside and out. Mrs Lillian Bird kindly donated a piece of land to build a bigger car park. The result of this seven months of whirlwind activity and industry is that, after 12 years wait, the community of Umborne at last has a modern facility that will bring together their community for a long time to come.

”After all these years of sitting in a cold hut planning and dreaming of what might be, we eventually got there!” said Rob Summers. “Thank you to everyone who has contributed, in whatever way they could, over the years. I personally have many good memories of times in the old hall, and am looking forward to making many, many more in our new hall…they certainly will be warmer and drier! ”

”We are now ready to open our wonderful new hall, a beautiful wooden building nestling in the Umborne valley in the heart of East Devon’s outstanding countryside. Well nearly – there’s always one or two bits left to do – but after so many years we would be at a loss if it was all finished!” exclaimed Sue Gush, Trustee. ‘It really is the centrepiece of our community that we – and all those that put so much effort into this over the years – were hoping for.”

This party event was started about 10 years ago by Sheila, Gill and Angela and in the early days there were about 20 children having fun and games in the hall. As numbers of young families with children has increased in the valley, so have numbers of children at the party, reaching well into the forties now. Mrs Sprague kindly made a grand Christmas cake and last year, 2009, Debbie Brown took over this role and produced a delicious cake. A very special guest in a red and white costume makes a most welcome appearance in his grotto giving out presents to the children. Games are played and much scrumptious food is eaten. Ann and Jan have now taken over this event which is by invitation only. Invitations are sent out in November. If you do not receive one, and live in the Umborne / Shute area, please contact Ann Shepherd (ann@edella.com) .

Hall news update from Rob:

Since the last report on Aug 16th, two things have outwardly changed the appearance of the new hall & its surroundings ; firstly the grass seed sown on the banks of the stream & the bank around the car park have germinated with the rain, to colour up these areas nicely. We may in the future add something more decorative to the stream banks but we expect some unwanted species to germinate both now & next spring which we can exterminate without losing the grass cover. Any more delicate planting would also be sacrificed at this stage so this will have to wait, secondly, the outside cladding of the hall has been treated with a fire retardant as required by Building Control. Allthough not meant to have a colouring effect it seems to have turned the wood a darker shade of brown than anticipated. We have therefore decided to postpone treating the outside with the UV (ultra violet) protective stain as this would make the colour change even darker which is not what we wish to achieve. If the sun bleaches the colour out again we can then treat the wood at that point.

Inside the hall progress has been slow but steady. Most of the decoration has been completed so thanks to everyone who has wielded a brush, roller, scraper or cloth especially those who have ventured up on the scaffolding to cut in around the main beam. The electrician (singular) is ploughing a lone furrow with the electrics but i can report that the mains supply has been connected into the hall so no more extention leads from the meter box are now needed.

My comment about slow progress refers to the fact that during the school holidays a lot of tradesmen are employed in repair, renovation or maintenance of schools & consequently unavailable for other work. That is why we only have one electrician & have been unable to get the kitchen & toilet floors laid. I have however been promised that the floors will be laid from Monday 6th which will mean plumbers can then move in.

We have managed to purchase some good quality stainless steel kitchen furniture from the auction of equipment at Manor House School. This should comply with environmental health regulations so that food can be prepared as well as served on site in the new hall. We still have to acquire a sink unit which we hope we can source at an auction next week.

We have now concluded some stern negotiations regarding the last piece of decking to include a ramp for less able persons. Don’t all builders try to take the mickey some times ! When this is completed we can then make good all the tarmac around the building & out across the bridge.

Now the appeal for help where you all make your excuses & run - I need some help with the fencing around the site. This involves digging holes, lots of them. The grass in the field is too long to use a digger so we will have to do it by hand. Its not as bad as it may sound if a few people turn up & take it in turn. Lets start on Wednesday evening 8th from 6.00pm & see how it goes, i have three sets of hole diggers.

Finally can I apologise for being a right grumpy so & so for a week or so a while back. A combination of man flu, un-summerlike weather & frustration at not getting enough done turned me – hopefully I am now back to being just an ordinary grumpy so & so as normal !

Last Saturday (August 7th) saw the third annual Cider Festival held at the Gerrard Arms in Colyton. Several members of the Umborne Valley manned the door & enjoyed an afternoon of competition as 29 different ciders were judged to produce a trophy winner, the judge was noted to be grinning & staggering at the end ! All 23 Cider makers were from an area bounded by Chideock in the east, Stockland to the north & Sidbury to the west. The resulting range of ciders gave an indication of the effects of soil type, altitude, apple variety, fermenting methods, & storage vessel on the finished product, even in such a small geographical area.

What some may at first have thought to be an excuse for a drunken knees up turned out to be a very pleasant afternoon with a chance to speak to some real characters of the cider makers’ art, many of whom who have forgotten more than most of us will ever know. This coupled with entertainment provided by the most surreal band you will ever come across, who really have to be seen & heard to be believed, guaranteed that we all left with a smile on our faces, even those who hadn’t sampled the cider.

The end result was that surplus from the event has been very generously donated by the Landlords of the Gerrard Arms (pub details on our website www.umborne.org under “pubs”) to Umborne Hall building fund & a cheque for £300 was presented at the hall site on Wednesday. Big thanks to all who came & helped out, especially Ruhi who turned up in place of Andy who was still in bed with a hangover from the previous evening’s party ( what a lightweight).

Do come to this event next year & please support the Gerrard Arms in the mean time.

Previously to this, many residents of the valley were involved as competitors, exhibitors or simply visitors to the Honiton Show on August the 5th. I have been informed that next year there will be a new star attraction. As most of you will have missed this year.s performance, I can inform you that some time after 6.00pm in the main ring there will most probably be a repeat performance of that death defying act know as ” The Tumbling Rugg” !!!

For those of you who may complain about farmers & their tractors on the roads, please take note: This week some of our local farmers have provided materials for and the means to convey them to the new hall car park, plus the facilities to dispose of materials surplus to requirements of the car park build to the value of many thousands of pounds, yes thousands of pounds ! It is gestures like these & the many other voluntary acts that have made this project viable, so many thanks to those involved.

As I have implied, the car park has now been constructed surrounded by a traditional Devon bank. The bridge has been installed over the stream & its banks straightened & tidied up. The electric cable has been dug in as have the drains. The Bird Family also have a new gateway to their field, so real progress has been made. I must mention the immense level of skill & care of Mike Trim who operates the digger & of the generosity of his employer Brian Chidley who has donated a considerable proportion of his time. In the words of Paul Galloway “It is entertainment to watch the digger working”

There is however still much to do. We still need help with the decoration in the hall. There has to be a lot of fencing & landscaping ( any help, donations, expertise would be most welcome here) done around the car park & stream. We are now waiting for tradesmen to lay the kitchen & toilet floors, electricians to complete second fix & plumbers to install plumbing. We are now ready for the decking to be completed & then the tarmacing to be done.

The answer to the question I am most asked “When will the hall be opened ?” is very simple: ” when all the jobs are done” . If you wish to help but cannot make it when we set times, please ring me & let me know when you can help. 07770 916120. I nearly always have the phone with me except when the battery is flat (sorry Ted). Rob.
